There is an SVR4_MAKEDEV and netconfig sample in /usr/src/etc/etc.svr4.  
Copy the SVR4_MAKEDEV into /emul/svr4/dev and run `sh SVR4_MAKEDEV all'.  
That should at least make sure the proper device modes are there.  Then 
copy the netconfig file into /emul/svr4/etc ... that _should_ help, at 
least :-)
