I'm experiencing problems with the current INSTALL kernels from both local
and the releng builds.

After installing sets, the mounted install target disk becomes unuseable,
with further accesses returning "adapter resource shortage" messages beginnig
with the creation of /dev on /targetroot.

I've ruled out hardware, having tried on two R5k and an R10 O2. The problem
occurs for at least the last week's -current source, up to and including
today's.

Below are more details.

Cheers,
-scott
