Everything I've done so far should work on both once the 32bit KVA
problem is resolved.

I think this is the wrong way to go.

I spent a lot of time making sure evbarm handled <= armv7 and armv8. I
see separate 32bit and 64bit ports for an architecture as historical
accidents.
