I put my floppy image using on 7248 to:

http://www.ceres.dti.ne.jp/~tsutsui/netbsd/boot-prep.fs
(with VGA console bootloader, 1270740 bytes)

Currently no interrupt from PCI devices works on 7248,
so you have to prepare NFS root fs via an ISA Ethernet card.
(I'm using 3c509B)

BTW, instructions about boot floppy are mentioned
in sys/arch/prep/stand/README.
