this represents the 2nd set of diffs for pmax.

it adds timecounters, using whatever we have available:

maxine) use 1MHz freerun counter
3maxplus) use 25MHz turbochannel cycle counter
3min) use MIPS3 cp0, if is an R4K

I'd love to get some test coverage over any or all of these.  :-)
