As /bin/sh now has test(1) command builtin, the unreasonable delay
of /etc/rc.d/ on slow MIPS machines was cared largely.  It's true that
the improvement is made equally on all of NetBSD platform, and
handicap of NetBSD/mips fork/exec delay is still to be solved in this
moment, transition to /etc/rc.d/ is not less desctructive than it used
to be, I believe.
