Is there any way to change the PROM's idea of language without resetting
NVRAM?

It appears that my PROM has been configured for a non-english keyboard.
IE w and z are swapped, all the number keys generate characters with
umlauts and accents, and none of the punctuation characters match their
keycaps.  This is only a problem with the PROM -- once inside NetBSD
everything works as expected.
