I had a closer look on it. *It is such a board!* Thanks for the hint.

I tried it again with no TC-Cards and no keyboard on it, but there was no
reaction. I start to believe that the serial-chip is somehow damaged.

Well, that´s the big problem. Nobody knows about the machines, their
paswords, their original configuration...

I think my DEC will lay around for the next time. When I come to my ISP
next time I´ll check the other machines and (can hopefully)grab a running
one for me.
