It would be handy to set "console" variable with "*" 

      setenv console *

PROM will choose serial console when keyboard is not connected with
DECstation regardless of the presense of TC framebuffer option card.

If TC framebuffer option card is installed and keyboard is connected,
PROM will choose the screen.  For the system with multiple framebuffers
one in lowest number TC slot will be selected as video console.

This is the behavior of Personal DECstation KN02CA V2.0m PROM.  I
guess DECstation 5000/100 works in similar way.
