I don't know if this is a symptom of a bug in swapctl(2), or that's just
what triggered the problem, but here goes:

I edited my /etc/fstab to prioritize my swap partitions. There were three
partitions, each of which had its priority changed from 0 to 1, 2, or 3.
I also added a swapfile, which wasn't previously listed, at priority 0.
I ran swapctl -l, and it showed the three partitions. Then I ran swapctl
-A, and it said:

swapctl: /dev/rz0b:

...and rebooted. (Not a real informative error message, eh? I'd bet it
was trying to say "Device busy," or something similar.)

The syslog says the following:

This is with a 1.3 kernel, and mostly 1.3 binaries.

BTW, does anyone know, off the top of their head, what the swap priorities
actually mean? If I have a partition at priority 0, and one at priority
1, at what point does it start stuffing stuff onto the second partition
instead of the first? Does it wait until the higher-priority partition is
completely full? Is it a probability distribution, based on the
priorities?
