I think DELAY() now does CPU speed dependent job.  See
mips/mips/mips_mcclock.c, which calibrates how fast the cpu runs.
Nice work, Jonathan, it's what I wanted to see.  sysctl(8) can show CPU
speed in 'hw.model' inquery.
