Here is more info.

I put on some top notch SCSI cables and terminators. Active terminator
has diagnostics. For some reason the ACK and REQ lights don't flash
like they do when Ultrix boots and probes the SCSI devices. 

When it gets to the Seagate it leaves
the machine in a state where the SEL, TRM, REQ lights are on, ACK
is off that means the initiator is hanging the SCSI bus.
