It's just a guess, but are you trying to boot a generic kernel
from the miniroot on a partially-populated disk?

Looking at the source code of init, it only allows single-user
logins from  ``secure'' ttys. That's done via looking at the
/etc/ttys file.  Did you put /etc/ttys on your new root partition
along with /sbin/init and /bin/sh and whatever other binaries you
need?
