The 25 MHz clock that Dave Mills' paper describes is not documented in
the functional spec that I have here, nor is a Free Running Counter
like that present on the MAXine.   I would say that based on what
documentation Ihave, the FRC is a MAXine-specific feature.

BTW, the FRC on the MAXine is incremented every microsecond, so it's
not running at 12.5 MHz.
