I sense that there is a lot of people unsatisfied with the pmax
   progress.

I think this pretty much sums it up.  It's typical of organizations
like this that lots of people want to see something done, but few (if
any) people actually want to contribute to the effort.

The time people waste trying to blame each other could instead be
spent writing software.
