SUCCESS!!!! I was able to boot into NetBSD! I needed to tweak Open Firmware,
specifically:
0 > nvalias disk /pci@fef00000/scsi@c/sd@a,0:4

0 > setenv boot-device /pci@fef00000/scsi@c/sd@a,0:4

boot-device was missing :4 (my 5th entry was /boot).
