Not realy an answer to your question but there is a power good line from
the power suply which could be used for this if you are prepared to cut
the link and trail it out to a switch.
This is well documented in the build your own power supply. Theres a copy
on www.channelu.com should be easy to find with a web search if not let me
know and I'll dig it out for you.
I'd warn against switching it on and off too much as these power supplies
do seem a bit flakey.
