5000/200: ROM booting surprise

I've run into a surprise trying to boot my 5000/200.

>>boot 5/rz1/netbsd -sn
...works.

>>boot 5/rz1/netbsd -ns
...just reprompts, as if it had done nothing.

Does the ROM code impose some level of interpretation on the flags or
something?
