new mips dev board

Imagination have released a new MIPS dev board

- it might be a good target for NetBSD as finding mips dev boards has
been a bit difficult, and it should at least have a decent build
speed.

It is also free at present, if you fill in the form
http://store.imgtec.com/product/mips-creator-ci20/ although it is
unclear how many they are distributing like this.
