Yeah, the panic apparently occurs when the system monitor finds no 
powerd and tries to shut down without a thread context ( like, when 
called from an interrupt handler ) - easy to work around.

Fn-Command does send the same scancode as the power button, apparently 
this is intentional. Maybe I can find a way to distinguish between that 
and the real power button.
