The keyboards I have here ( an Apple Design, PB3400c and iBook G4 
builtin ) send one key-down when you first press caps-lock and a key-up 
when you press it again - nothing else. Maybe they can be talked into 
treating it like an ordinary key though. The Apple Design even sends 
one caps-lock up after each reset.
