try
boot hd:ofwboot.xcf
with this OF should pick the first partition it understands ( should be 
the first HFS one ) and load ofwboot.xcf from there. OF partition 
numbering may or may not be in sync with MacOS X or NetBSD. You will 
have to specify the kernel location like hd:6/netbsd as well.
You may want to create the partitions from MacOS as Apple_UFS or raw - 
NetBSD supports that ( with the right COMPAT option ) and you'll be 
able to access the NetBSD partitions from MacOS X as well. Stuff like 
soft dependencies work fine with it.
