I have found that the easiest way to do this on oldworld macs is by 
burning an ISO-9660 CD-R with the install kernel and the ofwboot.xcf 
file, and then issue a command like boot scsi-int/sd@3:,\OFWBOOT.XCF 
NETBSD.GZ.

It also works with add-on ATA Cards. Boot string will be slighly 
different though.
