Do you have a MacOS 9 install CD?  The install CDs are bootable (hold
the"c" key down when booting).  Boot from the CD and run System Disk
from a floppy.  Otherwise, you may run into the problem of where your
boot floppy is an image that does not contain the MacOS application
needed to set the OF values.  This requires ejecting the boot floppy to
get the floppy containing the application into the computer.  This
rarely goes well. Any time the OS needs to read a section of the OS,
it'll ask you to reinsert the boot floppy.

You might have the wrong version of System Disk.  You'll want 2.3.1.  It
has the facilities to set the input and output devices as well as the
boot device and file.  This was removed from later versions.
