No, not strictly, although it is useful. As a rule of thumb, every unix
can do without swap partition, but Unix doesn't handle out-of-memory
very gently usually and having some swap helps a lot to keep ram free
with idle processes.
The installer itself runs without swap (at least, it does if you have
enough RAM)

So if you just want to test or run a small system you mayt do without
swap, but for a bit more serious usage I'd suggest even some small swap.
