Good question, I just had a look at the sources and couldn't find it. 
My earlier statement was based solely on observation - when I was playing with different 2nd stage bootloaders I found that real-base and/or load-base were changed after loading NetBSD with the stock 2.x bootblocks, I assumed some part of bootxx cooks up some safe values and writes them into nvram if it finds the factory settings. Apparently that's done somewhere else.
