Not necessarily.  Check the packaging to see what filesystem type it
claims is on the disk.

I think they were all sold preformatted (I've never heard of actually
needing to format a ZIP, especially a new one), and I think they were
all sold with filesystems on them.  But I know they weren't all sold
with FAT filesystems; I have some that came with Macintosh-style (HFS?)
filesystems on them.

I have no idea where the original ENODEV is coming from.
