No. each release also has a tag associated with it:

netbsd-1-6 == current state of 1.6 branch (generally post last release)
netbsd-1-6-PATCH002 - 1.6.2 source
netbsd-1-6-PATCH001 - 1.6.1 source
netbsd-1-6-RELEASE - 1.6 source

Newer kernels should work w. older userlands. it's going the other direction
you can possibly lose. Though on a release branch nothing should be deviating
that much.

If you just want a new kernel, just checkout syssrc
