contains a significant fix which could cause random crashes of PowerPC 
based NetBSD systems.  The cpu_switch code was incorrectly lowering SPL 
which was
leading random panics in remrunqueue and other places.  I have not 
looked to see if NetBSD-1.6 contains the same problem(s).
