This is quite likely an IPv6 problem. Try using ftp4.netbsd.org
instead; it has the same IPv4 address, but (unlike ftp.netbsd.org) has
no IPv6 address.
If that works, then the problem is almost certainly somewhere
IPv6-related. Just where, I can't even guess; in my experience, hosts
not set up for IPv6 always fail quickly when doing IPv6 things.
