Matt Thomas has checked in a change to sys/arch/powerpc/oea/oea_subr.S that
fixes this problem for me.  You might want to grab revision 1.2 of this file
and see if it fixes it for you.

I was also having a different problem with a kernel > 5MB.  It went bad
before the second-stage bootloader even finished executing, and ended with a
"DEFAULT CATCH" instead of a panic.  As long as your kernel is less than
5MB, you shouldn't hit this problem.
