What's the command you're using? If you're running sh you need to use

export PKG_PATH=ftp://ftp.netbsd.org/pub/NetBSD/packages/1.6/macppc/All

You can install both the 1.3 and 2.0 branch. The first one is 1.3.26 
and the second is 2.0.40 (as far as I remember).
