To my knowledge, Open Firmware won't allow to boot from IDE 1 
device with these Tanzania machine.

To get sysinst run on 4400 machine, you need either
(1) Have floppy disk boot with boot.fs-written-by-suntar, 
    boot with boot fd:0
    and   install from CD.

(2) Openup the box, exchange the connection of IDE 0 and 1, 
    boot from CDROM, install to wd0,
    and exchange the connection again to original.
