You're assuming too much of the standards, and Apple's implimentation. :-)

The whole problem we're having is that only with OF 3 did Apple get at
something which is truly useful in its own right as an interface to the
computer. OF 1.0.5 was really only made for some debugging (see how
the input and output devices get set to the serial port by default; if you
are getting into OF, you're debugging from another machine aren't you?)
and booting the MacOS ROM. Booting other OSs wasn't in the plan. OF 2.0
got closer, but has quirks which we're still figuring out like 4 years
later. :-|

OF 3 is actually pretty cool; I wish Apple had OF version updates for the
old machines. :-)
