pkg_* sources are in
ftp://ftp.netbsd.org/pub/NetBSD/NetBSD-current/src/usr.sbin/pkg_install

You may want to ask on tech-pkg@netbsd.org, I know someone if working
on pkgsrc for MacOS X ... or was it for darwin ?
