OK, I gave it another shot.

I'll need confirmation before I add it to the documentation, in case my
computer is acting abnormally.

I can use DiskCopy to write the boot floppy image *only* on MacOS 9.0 or
later.  Earlier versions of MacOS fail.

Can anyone on this list prove me wrong (i.e. can you use Disk Copy on MacOS
before 9.0)?
