The macppccd.iso image in misc/iso on the official ftp.netbsd.org mirrors
*is* bootable on all of OFW 1-3.  It's prepared by the src/distrib/cdrom
makefile tools, and is a HFS/ISO hybrid CD (OFW3/2.4) with an Apple
Partition Map and bootblock (OFW1/2).  The ofwboot used is "ofwboot.xcf" in
all cases, even for OFW3.
