Is this at the white console screen, or under X?  In which program(s)
are theys not working, eg, at the shell prompt (which shell?), in vi,
in emacs, in xterms, etc.?  How are they not working (eg, nothing
happens when you press them, or odd escape sequences are generated
when you press them, etc)?
