Have you tried the command without partition number(0) ? Say,
0 > boot hd:,ofwboot.elf

I don't think the boot partition is at :0. OF will search all
the partitions and should find the file you placed.

I had an experience the trying all the numbers from 0 to say 15,
one of them worked ( Without number also works).
