No:

  -l allows 32-character filenames, which is perfectly valid in
  ISO9660; normally, mkisofs/mkhybrid uses 8.3 to allow MS-DOS to read the
  disc.

  -L allows filenames to begin with a period, which won't usually happen on
  a NetBSD CD, but is also perfectly valid in ISO9660.
