Actually, correct me if I'm wrong anyone, but Pine can be obtained for
Win32 (ie, Windows NT).  So you are certainly not "forced" to use
Outlook.  There is also Eudora Light, Netscape's mailer, Pegasus Mail,
etc, all of which I have used without HTML mail.
