Of course, since I'm rambling anyhow, I should point out that the least
hack-like solution is to have a mechanism to specify to the linker that it
is to decide whether to use a short or long branch.  Of course, that
introduces a whole lot of intelligence, and therefore, headaches, into the
linker, so it's probably best to avoid it.
