yes it's available for free from apple web site. It is a part of PCI DDK -
here's the url:

The app is in Tools/Utility folder
One other thing: BootVars crashes on  my graphite G4 ( 450 MHz, Mac OS 9.0.4)
 at work.
So the best is probably to use System Disk from Darwin ( or DP 4) for newer
hardware.
