Hrm.

vi should be there. emacs shouldn't (ever, IMHO ;^>).

Perhaps there's something whacked in your .login that means you're not
getting your path set properly. Try specifiying vi with the complete
path (/bin/vi, in a standard install).

You *did* install all the packages, right?
