I figured out that I was missing the make devices step, the make fstab
step, and that I need to run the program installboot by looking at the
sources to sysinst.  I don't think I'm doing that step correctly, so any
help there would be appreciated.

I also found Torbjorn Granlund's instructions on installing NetBSD/macppc,
which includes the instructions on how to boot from the hard drive.  Yet I
still can't get it to work.  Here's what I get when I try to boot from the
hard drive:

   To continue booting from the default boot device type:
