Nothing is wrong. Just he needs right now is "System 7.1 Disk Tools".
It has "Disk First Aid" and "Apple HD SC Setup" with mini."System Folder"
(bootable) in 1,362KB size. (I don't know SE/30 with 800K FDD.)

To know what's the problem on his SE/30 is first. Then formatting HDD
(delete everything former owner installed including System Folder)
and installing "System 7.5.3" (maybe) as you adviced.

I don't know which he prefers System 7.1 or System 7.5.3.
(please remember, I've never recommended to install System 7.1)

NAD is also good choice for booting test, but it doesn't have
"Disk First Aid" or "Apple HD SC Setup", of course.
