No, as long as you are talking 'floppy disk', it won't.

You need room for a minimal System 7, the booter and the install kernel
(alternatively: System file, booter and MacTCP for a netboot). Both options
take up much more than the 1440 KByte available on a floppy.

Once you have the kernel on the harddisk, you can create a boot diskette
and replace the Finder with the booter, and boot from that.
