Make your 1st partition significantly smaller than 1Gb. My root is 250 MB,
and when I did that, NetBSD suddenly installed fine, after numerous failed
attempts.

It seems that you _can_ partitions entirely above 1 GB from within NetBSD,
but partitions that span the 1 GB barrier act funny. 

If I give a df on such a partition, say one from roughly 900 MB to 1200 it
seems to calculate the size of the partition as 1200 MB. (iow calc from
the start of HD, not of partition in disklabel):

The "e" partition is the one I'm talking about here. It only has 40 MB on
it. The "f" partition is entirely above the 1 GB, and doesn't suffer from
this.
