No, it wouldn't. WINE is intended to provide library and ABI access for
x86 Windows executables. OS X and NetBSD/m68k obviously will not run x86
binaries.

I don't think that a newer binutils will do anything for you...

Have you looked at BOCHS? You can run Windows in a BOCHS emulation,
although I cannot imagine why anyone would want to...
