Loosely, in rc(8), which sez:

  Operation of rc

     3.   Invoke rcorder(8) to order the files in /etc/rc.d/ that do not ha=

          the result to a variable.

/etc/rc.d/sshd is fairly legible by the average human, even one not
particularly familiar with /bin/sh.
